摘要
本文说明了二元信息工程建设机制的固有风险 ,按照项目参与三方对待风险的态度 ,论证了监理的各项作用 ,提出了引入监理的充分和必要条件 ,并据此分析了国家现行政策的积极作用和缺位与越位之处。
In this paper, firstly it is illustrated what the inherent risks of duality mechanism in information system developing. Secondly, based on various risk preferences of all three participants, the intendance functions are proved, and then their necessary and sufficient conditions to work are pointed out. As a result, finally, the ongoing intendance policies of China are analyzed, and the positive roles, lacks or overwork, are also demonstrated.
