摘要
当前行政执法中暴露出一些问题，导致法律权威的失落和法治信念的动摇。究其原因，既有体制上的，也有观念方面的。规范行政执法行为，应重视执法“软件”建设，推进体制改革，全面提高行政执法人员素质，严格执法责任和责任追究，强化对行政执法活动的监督制约。
Exposing some questions in the administrative law enforcement at present, sense of loss and faith governed by law causing the law to be authoritative are wavering. Tracing it to its cause, have on a system, there is the idea too. Therefore, we must standardize administrative law enforcement behavior, enforce the law 'software' construction and pay attention to it, advance the reform of system, improve enforcer of administration quality in an all-round way, enforce the law responsibility and responsibility investigation strictly, strengthen the supervision to the administrative law enforcement activity to restrict.
