摘要
目前世界各国把农业发展和农民增收都作为自己财政支持的重要内容,在我国,农民增收和粮食生产安全已成为农业发展的核心问题,在新形势下国家财政支持是解决这个问题的关键。本文通过对农民增收、农业发展粮食安全与国家财政支持分析和国际比较,正确定位我国财政支持应以增加农民收入和提高农业生产能力为目标,并提出了具体的实施对策。
At present, for each country all over the world, agricultural development and income--increasing of peasants has become important matter of their financial support. For China, income--increasing of peasants and provision safety has also become core problem of agriculture development, facing the new posture, national financial support is the key to solve this problem. In the article, analysis and international contrast among income--increasing of peasants, agricultural development, provision safety and national financial support are made, the author also made the proper orientation, he think Chinese financial should regard increasing peasants’ income and improving agricultural throughput as its target. In the end, some concrete countermeasure are put forward.
