摘要
高原寒冷条件下工程施工人员和工程机械效能均有所下降，青藏铁路二期工程建设已经对如何提高高原寒冷条件下人机使用效率作了一定的研究，并积累了宝贵的经验。学习青藏线提高人机效率的先进做法并进行不断的完善充实，对南水北调西线工程建设具有现实的意义。
Construction on the cold plateau, the efficiency of manpower and machine would decline. The construction of Tibet railway provides a lot of experience of improve manpower and machine efficiency when construction on cold plateau. The construction of water diversion from south to north work of west line can draw experience from Tibet, and should continuously make supplement to it.
