摘要
分析了城市道路客运交通系统构成及其服务特性,探讨了道路客运管理体制、行业发展规划及引导政策、运力分布、线路布局、站场布局、服务水平及路网建设等因素对城市道路客运交通的作用。针对西安市近郊道路客运交通系统存在的主要问题,给出了相应的对策。研究表明,理顺管理体制、制定适时的行业政策是城市道路客运交通系统协调发展的宏观基础;均衡运力运量、优化线路和站场布局、规划合理的服务水平、完善路网和道路设施是发挥各种运输方式优势的客观保障。
The component and service characteristics in urban road passenger public transport system were analyzed. Several effect factors of urban road passenger transport were discussed, such as management system, development plan and polices, transport capacity distribution, lines layout, station distribution, service level and road net construction. Taking Xi'an urban road passenger public transport system as an example, the problems in the system were pointed out. The results show that the macroscopic basis for the system coordinated development are to make management system scientifically and formulate polices timely. In order to give play to the superiorities of various transport means, the objective guarantees are to balance transport capacity and freight volume, optimuze the distribution of passengers line net and stations, determine suitable service level, build up road net and perfect road facilities.
