摘要
一项具体制度的改革并非孤立地盲目进行 ,它必须在一种理念的指导下 ,开展具体规则的设计 ,使理念与规则 ,改革与国情 ,局部与总体均达成协调与一致 ,形成一种动态平衡 ,它既是稳定的又是运动的 ,具有承前与启后 ,兼顾当前的多种效用。本文通过对德国的改革进行分析 ,以期为中国的改革找到新的径路。
A reform of concrete system is not isolated and blind. The concrete regulation should be designed under the guiding of target.All should be coordinated and attain the dynamic balance, including the target and the regulation, the reform and the circumstance and the part and the whole. It is not only stable but also developing, the effect is on the whole process.
