摘要
本文分析了农民在增收和减员上所面临的各种困境 ,认为“三农”发展滞后既有规律性的原因 ,也有体制、制度上的原因 ;三农问题形成的长期性 ,决定了其解决的长期性 ;许多宏观经济政策在解决“三农”问题上效率不高 ;以往过多地依赖于政府的直接干预 ,而忽视市场机制作用的发挥。最后提出了若干政策建议。
The paper point out the predicaments faced by the farmer in increasing their income and decreasing the sum of farmer 'Sannong' problem comes from both inerratic reasons and system reasons It came into being and can only be solved in a long period We rely more on the intervention of the government while neglect the action of the market mechanism Finally we put forward our suggestions
