摘要
从两个方面探讨金属拉伸试验试样的有效性,一是要避免试样所具有的被测性能指标的"真值"明显地高于其所代表的实际产品所具有的被测性能指标的"真值",二是要避免试样所具有的被测性能指标的"真值"明显地低于其所代表的实际产品所具有的被测性能指标的"真值"。结合核安全审评和监督过程中遇到的实际问题,从不同的角度解读法规条文。以理论分析为基础,并考虑到现实的可操作性,对今后相关的核安全审评提出建议。
The effectiveness of metal tension specimen are discussed from two aspects. One is avoid ing the case that the 'real value' of the measured quantity the specimen have is significantly higher than that the real products, represented by the specimen, have, and the other is avoiding the case that the 'real value' of the measured quantity the specimen have is significantly lower than that the real products, rep resented by the specimen, have. Making reference to practical problems encountered in nuclear safety re view and surveillance activities, the normative documents are read and interpreted from different view points. Based on theoretical analysis and taking into implementation consideration,' suggestions are brought about for future nuclear safety review activities.
