摘要
科研管理的核心是经费管理,经费管理中最突出的问题之一,就是科研经费结余管理,科研经费结余是目前科学研究中出现的普遍现象,我们认为应该在项目完成后,如有结余经费则应全部作为课题组续研经费使用,不再重新分配;在条件许可的情况下,建立科研经费专职财务部及科研经费使用档案制,实施科研经费网络化实时管理,对科研经费动态管理。
The outlay balance is one of the most outstanding problems in the outlay administration. We insist that if an item is finished, its outlay balances, if any, it should serve as the outlay, which should not be reallocated to continue the research of other items by the research group. If possible, the implementation of the network management of the outlay for scientific research items is advocated to realize its timely effective mangement.
