摘要
从水权的初始分配制度、水权市场主客体的培育、空间结构及运行规则等方面,论述建立水权市场的步骤及其发展必需的各项配套制度体系,并对水权交易所制度及水权储备银行的设立进行了初步探讨。
In terms of initial distribution of water rights,development of subjects and objects in water rights market and the structure and rules of the market,this paper discusses the steps of establishing water rights market and the system required,and discusses the feasibility of the water rights exchange and the reserve bank of water rights.
