摘要
悠久的历史文化、丰富的文物古迹、秀丽的湖山景色是杭州历史文化名城的最大特色。随着城市化的快速推进,名城保护存在的困难和问题以及实施保护的重要性和紧迫性,决定了在名城保护过程中,一定要完善保护体系,从"文物保护单位—历史文化保护区—历史文化名城"三个层次,按照"全面、系统、科学保护"和"应保尽保"、"特色保护"的原则,有效保护好历史文化遗产、风貌格局和自然景观,使持续发展的城市传统文化得以延续。在保护思路上要重点突出"一核一线一古城二遗址",其中,"一核"是城市西部区域;"一线"是沿运河区域;"一古城"是古城区域;"两遗址"是良渚遗址和南宋皇城遗址。在保障机制方面,要强调规划的引导调控作用,实施更深入的保护;要完善政策法规,落实保护责任制;要拓宽及规范公众、专家参与名城保护的渠道,提高保护效力;要探索多元化保护利用方式,改善保护体制。通过上述理念上、思路上、机制上的改进,促进名城保护与城市发展相协调,使历史文化遗产在城市可持续发展中发挥应有的积极作用。
As a famous historical and cultural city, Hangzhou has featured mostly in its long history and rich culture, abundant in cultural relics and historical sites and beautiful natural scenery. Along with its rapid progress of urbanization, the city has come across some problems in its protection. The lack of an overall protection has become serious, which results in big changes in the city's original ancient appearances. The historical and cultural heritage of the city has displayed complete cultural development sequences, though its wide dispersal and small size have often caused difficulties in its protection. The responsibility system of ″whoever-uses-it-takes-care-of-it ″ has not been successfully put into effect. The lack of protection of historical buildings has weakened its historical reality and living continuity. Therefore, ″cool ″ considerations are demanded on ″hot ″ topics of protection and utilization. In consideration of the above problems and the importance in bringing the protection into effect, great efforts will have to be put into the improvement of the protection system through three levels: ″cultural relic protection unit; historical & cultural protection zones; and historical & cultural city ″, the principles as ″complete, systematic and scientific protection ″; ″protect all that should be protected ″ and ″characteristic protection ″. With effective protection of its historical and cultural heritage, its appearances and natural scenery, and the sustainable development of the city's traditional culture, Hangzhou is supposed to attain a new vision of ″legancy, harmony, spirit, openness″ . The protection will have to be focused on ″one core, one line, one ancient city and two historical remains″ . ″One core ″ is the western part of the city. ″One line ″ is the bank along the Grand Canal; ″ One ancient city ″ is the ancient city area and ″two historical remains ″ are the Liangzhu Cultural historical site and the historical remains of the Southern
