摘要
随着人口老龄化的深入发展和城镇化脚步的加快,统筹城乡社会保障体系显得尤为紧迫。以江苏省为例,统筹城乡社会保障制度所产生的经济效应主要体现在以下几个方面:社会保障水平随经济的发展和统筹层次的提高而上升;个人福利的增进效应十分明显;社会保障制度的收入再分配效应得到体现;对劳动力的供给和需求均会产生影响,将降低劳动者在流动过程中的成本,有助于劳动力的合理流动;社会保障支出占财政支出的比重进一步加大;从长期来看,这将影响投资、储蓄和消费。
Along with the further development of the aging of population and the urbanization, the urban and rural social security system's integration becomes more and more urgent. Taking Jiangsu province as an example, the economic effects of the urban and rural social security system's integration is mainly reflected in the following aspects: the level of social security is developing with the development of economy and the improvement of integrate level; personal welfare enhancing effect is obvious; the income's redistribution effect of social security system is significant; supply and demand of labor will be affected importantly, the cost of the labor' migration will be reduced, and it will contribute to the rational flow of labor; the financial burden will increase; in the long run, it will also affect the investment, saving and consumption.
