摘要
自然资源的开发在拉动经济发展,提高经济效益方面带来的积极作用是有目共睹、无可否认的。然而,在大力开发自然资源的同时,当地少数民族居民相应权益方面的保障却出现了一些偏差和不足。以四川省甘孜藏族自治州为研究对象,从其水电资源开发现状及少数民族权益的实现现状入手,在立法、司法、执法和法制监督等方面研究自然资源开发中少数民族权益的法律保障的运行。
The exploitation of natural resources brings great benefits to the local socio-economic development of these natural resources,but also the protection of the corresponding rights and interests of the local residents,however,there are some flaws,particularly in ethnic minority areas. Takes Ganzi Tibetan Autonomous Prefecture as the research object,from the hydropower resources development status of the present situation and the realization of the rights and interests of ethnic minorities, study the operation of the legal protection of natural resources exploitation from the legislative, judicial, law enforcement and the legal system supervision.
