摘要
世界性的信息化建设大潮使得国内信息化进程进入了新的阶段,也给我国政府强化自身行政效率与优化服务品质带来了新的机遇与挑战。信息公开环境下的我国责任政府构建的重要目标便是构建一个权责明确、切实履行社会责任并切实为广大民众提供优质福利的政府。信息公开环境下的我国责任政府构建的重要目标可通过完善政府信息政策、利用信息技术搭建政府沟通和服务平台、建立公开的政府信息评估与反馈体系等手段予以保障实现。没有良好的制度环境以及其他体制因素,谈建设责任型政府都将是一纸空文。
The world's information construction makes the domestic informatization tide entered a new stage,but also to our government to strengthen its administrative efficiency and optimize the quality of service has brought new opportunities and challenges. An important objective of building a responsible government in China under the environment of information disclosure through perfecting government information strategy,the use of information technology to build the government communication and service platform,the establishment ofgovernment information disclosure evaluation and feedback system of measure to guarantee the realization.Without a good system environment and other system factors,on the construction of responsible government will be a mere scrap of paper.
