摘要
国际地缘政治格局的变化是中国外交转型的外生压力,中国外交的得失则是中国外交转型的内在驱动。中国外交应在坚持和平外交的同时,适当调整外交战略,实现外交转型,由陆向外交延伸至海向外交,以政经并举和利义兼顾为特点发展海洋周边的外交关系,以"负责任大国"的形象与传统大国构建新型大国关系。中国外交转型既要体现上升期全球大国的思维,又要有立体、多元、跨时空的视角,转变观念,担当责任,在国际事务中发挥与其国力和能力相适应的领导角色,丰富中国向国际社会提供的公共产品。
The Change of international geopolitics structure is the external pressure for the transformation of China's diplomacy,and the gain and loss of China's diplomatic practice is the internal force. China should insist on peaceful diplomacy,and adjust its diplomatic strategies for diplomacy transformation,namely extending from terrestrial diplomacy to oceanic diplomacy,developing the marine peripheral diplomatic relations by giving consideration to politics and economy,benefit and justice. China should construct new pattern of relationship between great powers as'a responsible big power'. China's diplomacy transformation should reflect the thought of a rising great power,meanwhile,have a stereo,pluralistic and trans- time- space horizon,transform its conceptions and undertake responsibilities,play a role in international affairs that is adapt to its strength and capability,and provide more public goods to international society.
