摘要
三聚氰胺事件发生后,社会各界开始认识到发展奶牛规模化养殖是提高原料奶质量,促进奶业可持续发展的重要手段。然而发展多大规模的奶牛养殖才是最具可持续性的这一问题仍具有争议。本文首先对我国奶牛规模化养殖基本情况进行分析,然后运用MESMIS方法从生产率、稳定性、适应性、公平性和自控力五个属性分别选取指标,构建了适用于奶牛规模化养殖可持续性评价的指标体系,最后将该可持续性指标体系应用于内蒙古地区18个奶牛养殖场,得出大规模养殖场的可持续性最高,小规模养殖场的可持续性居中,中等规模养殖场的可持续性最低的结论。据此提出两点政策建议:鼓励牧场模式的发展,促进养殖小区向牧场模式的转变;继续加大力度建设大型牧场,对中小型牧场提供管理、技术方面的支持。
After the melamine- contaminated event,developing large-scale dairy farms has become an important way to improve the quality of raw milk and promote the sustainability of dairy industry. However,the size of dairy farms is more sustainable is still controversial. In this paper,we analyzed the situation of different scales of dairy farming in China. Based on this,we used MESMIS method to build a sustainability assessment indicators system for large-scale dairy farming from five attributes—productivity,stability,adaptability,fairness and self-control. Then,we assessed the sustainability of 18 Inner Mongolia large-scale dairy farms by using the sustainability assessment indicators system. The results show that large-size dairy farms have the highest sustainability,small-size dairy farms rank the second,medium-size dairy farms have the lowest sustainability. Finally,we put forward two policy recommendations: the government should encourage the development of dairy farms and promote farming pattern to change from dairy plot to dairy farms; continue to promote the large-size dairy farming and provide management and technical support for small and medium-size dairy faming.
