从国际合作解决全球环境问题看,臭氧层的保护对策是进行得比较好的。即在以联合国环境规划署为主制定的“保护臭氧层的维也纳公约”(1985年3月通过)及“关于破坏臭氧层物质的蒙特利尔议定书”(1987年9月通过)的基础上,又在国际协调下制定了具体的对策。而最初提出氯氟烃类(CFC)
From the viewpoint of international cooperation in solving global environmental problems,the strategy for protecting the ozone layer has been successfully carried out.On the basis of“Vienna Convention for the Protection of the Ozone Layer”and“Montreal Protocol for the Ozone Depleting Substances”made under the leadership of UNEP,detailed strategies have been prepared after international consultation.From the late accumulation of scientific knowledge of the ozone layer depletion,it is found that the control requirements set by Montreal Protocol is not sufficient for protecting the ozone layer.Therefore,the parties to the protocol agreed in June 1990 to revise the original protocol in order to tighten the control of ozone depleting substances.The revision is outlined in this article.
