摘要
编制好路网规划是铁路建设前期工作一个主要环节，路网规划编制要有一定认证与深细度，它对铁路建设起指导作用。工程造价估算有其特殊位置，它不只是综合比较一个重要因素，还是以经济效益指导铁路投资的一个主要因素。当前铁路建设前期工作估列工程造价存在着不适应市场经济新形势等若干问题，必需尽快制定估算编制办法，实现估算电算化等措施，提高工程造价估算质量。
Working out well the railway network planning is a key link of earller-stage works during the construction of railways. The planning must be reasonable with wide scope and high quality,it plays a guiding role in the construction of railways. The estimation of the construction cost has spedal situation,it is not only an important factor of the comprehensive comparison,but also a key factor for guiding the railway Investment by economic benefits. In recent earller-stage works during the construction of railways,for listing the estimated engineering costs,there are several existing problems,such as unsuitable with the modern market economy, etc. It is recognized that the way of making estimations should be established as soon as possible,so that the measures for the computerization of estimation,etc,may be reallied and the quality of estimating the construction cost may be raised.
