摘要
本文全面深刻地总结了“八五”铁路建设的成就和经验，布置了“九五”铁路基本建设的目标、任务和１９９６年的具体安排，提出了深化基建体制改革的设想，对加速铁路建设具有重大指导意义。
In this paper, successes and experiences on railway construction during the Eighth Five-years Plan are comprehensively and profoundly summed up, the objective and assignments on railway construction during the Ninth Five-years Plan as the well as the concrete plan in 1996 are assigned,and the ideas on profoundly making reform to basic construction system are suggestted. It is of great guiding significance.
