摘要
区域规划方案具有严肃性、科学性和可操作性．因此在规划过程中应注意区域环境背景的系统分析，这是制定合理规划方案的基础；应注意区域的地方性特色和对外经济联系，以增强区域规划的可操作性；最后，区域规划方案的确定还要符合效益费用最优的原则．
As a scientific and feasible p1an, some worthwhile questions must be noted in drawing up region planning. It's the base of drawing up the scientific plan to make a systematic research into the background of regional environment. Region planning must have local character. It is necessary to consider the foreign economic relations for making the strategy of regional development.
