摘要
国务院“九·五”规划中要求到２０００年，我国粮食生产确保达到４９００亿公斤，力争５０００亿公斤。国家土地管理局为此提出了保持耕地总量动态平衡的构想。耕地对社会的总贡献等于它所创造的直接经济效益、基础性社会贡献和一般性社会贡献三者之和。
The State Council has set the target that the production of grains must be ensured to attain 490 billion kg and try to reach 500 kg by 2000 in China in “the Ninth-Five Year Plan”. Also, the State Land Management Bureau puts forward a conception to keep the total arable land dynamically balanced in order to hit the target. The paper presents a brief explanation that the whole contribution of cultivated land to society equals to the sum of the direct economic benefits, the basic and common social contributions. It is considered that to keep the total arable land in dynamic balance is to keep the whole contribution of arable land to society and the average whole contribution of the other nonagro industries balanced.
