摘要
从贯彻《高等教育法》的视角,阐述了政府转变对高校管理的职能和建立高校依法自主办学的自我约束机制,进而提出了关于高校依法自主办学的一些思考;针对计划经济下政府对高校管理上出现的一些弊病,强调了在市场经济新形势下,要求政府转变对高校的管理职能,高校如何依法自主办学的观点。
According to Laws of Higher Education, based on the transformation of the government functions to the higher institutions, discussion is made on how the higher institutions run schools dependency abiding by regulations and laws. To the problems in the higher institutions, some requirements are brought forward that the government needs to transform the functions of the government management.
