摘要
西部地处长江和黄河的上游,是两大流域生态环境的根基和屏障,其生态环境质量不仅关系西部地区自身的发展,而且对两大江河的下游地区具有极其重大的影响。所以,国家在实施西部大开发战略的过程中,将加速西部生态环境建设和保护列为重点。我认为要加速西部生态环境建设和保护,必须妥善处理如下四对重大关系: 第一,长江。
West China, situated in the upper reaches of the Yangtze and Yellow rivers, plays a decisive role in the protection of the ecological environment of the 2 valleys. Therefore, more input must be made in the eco-environmental construction. At the meantime, protection,harnessing and exploitation shall be implemented simultaneously to improve the overall benefit in ecology, society and economy.
