摘要
土地权属对保护区而言至关重要,土地权的归属将直接影响保护区保护管理工作的开展.由于历史和其他原因,目前我国绝大多数湿地保护区没有土地所有权,这给保护区带来了诸多的问题.从论述土地权属的历史及土地权属不清造成的不良后果入手,在借鉴国外保护区土地权属管理的经验上,提出了符合我国国情的土地权属解决方案.
Land tenure is very important for nature reserves. Restricted by historical and other factors, many wetland reserves have no land tenure, which brings a lot of problems. The paper firstly describes the history of land tenure and the results which the reserves having no land tenure will bring; secondly, it gives an example to show how other countries solve the problem of land tenure; and finally, it puts forward a suggestion on how to solve the problem in China.
