In the new century, the talent issue becomes the Kernel of the Party s intellectual work, and the Party s policy towards intellectuals relates to 'training, employing and attracting talents'. We should uphold the concept that talented personnel are the primary resources, step up the reform in the system of talent resources management, and create a favourable environment for talents' healthy growth and development.
