摘要
论文对20世纪中后期西方城市经理制实证研究为主的文献进行述评。从城市经理制的社区环境特征、城市经理制对社区治理的影响、各主体(市长、议会和城市经理)的角色及其相互关系、城市经理的职业发展和城市经理对重塑政府原则的态度和行为五个维度进行述评。城市经理制的研究同时具有现实和历史意义。
This article tries to conduct the literature review about empirical research on council-manager plan in the west.The analysis is based on five dimensions including the characteristics of community environment,the influence on governance,the role and interrelations between three subjects such as mayor,council and manager,the career development of city managers as well as the manager's attitudes towards reinventing governments and its relevant activities.Besides,it is of practical and historical significance to conduct the research about council-manager plan.
