摘要
施工单位的操作行为是决定工程实体质量的主要方面,其管理行为(包括质量责任行为在内)是决定工程实体质量的次要方面。其他单位的质量责任行为是影响建设工程实体质量的外部因素。施工单位的操作行为的最后结果是以工程实体质量形式表达出来的。建设工程质量监督应以决定工程实体质量的主要方面(施工单位操作行为)为重点,以检查原材料、构配件、半成品与工程实体质量的检测数量、检测频次和检测报告为基础,以巡查为主要方式。
The behavior of construction organization is the key factor of the construction quality for a project. The administration behavior, including the quality responsibility behavior, is a secondary factor. While the other principle responsible parties' quality behaviors are the external factors. Therefore, the construction quality represents construction organization's operation behavior. Construction quality supervision should be based on the main aspects of quality engineering (construction unit operation behavior) as the focus, the supervision frequency and report of building material、structure members、semi-finished products and the construction quality,and adopt inspection as the primary way.
