AbstractIts historical significance surpasses that of the Brest Treaty between Soviet Russia and Ger-many.The Treaty put a temporal end to the most harmful try of“World Revolution”.It was thedefeat of the Red Army in its attack of Poland in l920 that brought the first setback to the“World Revolution”faction in the Russian party and influenced the political line of the party. TheTreaty brought a series of profound changes to the internal and external policies of soviet Russia.As for the internal,Soviet Russia abandoned the war-time cornmunism system serving the“World Revolution”and adopted the New Econmic Policy.Meanwhile,two changes occurred inthe external policies:the line of international communist movement and the foreign policy of sov一et Russia。Lenin proposed and directed the formation of united fronts with the Second and theSecond and Half lnternationals,The Rapallo Treaty opened the way of normal interchanges be-tween Soviet Russia and capitalist countries.But the“World Revolution”was not thoroughly crit-icized during the lifetime of Lenin,Stalin and the others readopted its line.
