摘要
“不应妨碍”这一概念自1972年规则引入以来,一直是人们争论的重点之一。为此,《1972年国际海上避碰规则若干条文的统一运用指南》和规则的1987年修正案对此都进行了规定,但仍未彻底解决这一问题。本文拟就与此有关的几个问题进行探讨。
Since the concept of 'not to impede' was led into 1972 Collision Regulations, it has been
one of the main questions at issue all along. Although the Guidance for the Uniform Applica
tion of Certain Rules of the 1972 Collision Regulations and 1987 Amendment have been pro-
vided on it, it still has not been solved. Some discussion concerning this question was made in
this paper.
