1989年,南部非洲问题有关各方,在1988年和谈进展的基础上,更加活跃地展开多种形式的和谈活动,积极维持并发展已经出现的缓和形势。
In 1989,situations in Southern Africa tended to relax further under the
impact of the internationa1 macro-climate. Some positive and important
changes took place: First, an historical breakthrough was achieved on the
issue of Namibia's independence; Second, significant progress was scored
for internal recanciliation in Angola; Third, initial Progress was also made
for internal reconciliation in Mozambique; Fouth, South Africa speeded up
adjustment of its domestic and foreign policies, with the relaxation in its
contradictions within and without; Fifth, the U. S. and tbe U. S. S.R., starting
from their own respective calculations, made positive effort to step up the
peace process in Southern Africa.
The future development and changes in the situation in Southern Afr-
ica, apart from being influenced by the international macro-climate,will
also be conditioned by the special factors of the region, and the juxtaposi-
tion of political struggle with military one could extend for quite a long time.
Tnu's firstly, soutn Africa,will continue to restrain itself in its suipression
at home and aggression abroad, but it will not give lightly up its policy of
apartheid, and so its internal situation will continue to be unstable; secon-
dly, it appears no large scale upheaval will take place for a short term after
Namibia's independence, but the internal struggle among its political factions
and the external struggle against South Africa of control and anti-control
will tend to become outstanding; thirdly, there will be no serious reverse
in the trend of peace talk in both Angola and Mozambique, the eventual
realization of national reconciliation, however, may not be fortheoming
soon; fourthly, the U. S. and the U. S. S. R will pay more attention to striving
for the dominating role in the political settlement of t
