摘要
全球气候变化和经济全球化加速了世界海洋开发进程,国际海洋经济地位稳步提升。各国政府的重视和海洋科技的突破带来了海洋产业的快速发展,但同时也造成了国际海洋资源与空间的激烈竞争和前所未有的海洋生态环境压力。实施海洋强国战略,维护国家海洋权益,推动海洋经济持续健康发展是沿海各国的基本国策。借鉴国际经验,我国应及时把握世界海洋大开发的时代机遇,明确国家海洋战略定位,在海洋权益维护、海洋资源开发、海洋科技创新、海洋环境保护、海洋综合管理等多方面齐头并进,加快我国海洋强国建设进程。
The global climate change and economic globalization promoted the world ocean development, world marine economy is progressing steadily. The policy stimulation and technological breakthrough foster the marine industries development, but resulting the strong competition of marine resource and severe impacts of coastal ecosystem. Ocean security and marine economy sustainability become the core of marine strategy of coastal countries. By taking advantage of the experiences of history, we should clarify the national policy positioning of ocean power, make action plans of marine resource exploitation, marine scientific and technology innovation, marine environmental protection, and marine sovereignty conservation to push forward our ocean power ambition.
