摘要
国发3号文件下发以来,武陵山片区不断探索跨行政区划合作的路径,经济协作机制建设正在有效推进,经济协作区建设正式起步,并取得了一定的阶段性成果。在推进武陵山片区经济协作过程中还面临"行政区经济"壁垒、思维习惯传统落后、政府利益导向影响、协调机制薄弱等主要障碍。要实质性推进武陵山片区经济协作,必须充分利用国家的区域政策,采取具有可操作性的政策措施,选准片区经济协作的推进路径,即以建立合理组织构架统领经济协作、以完善区域联动机制助推经济协作、以突破观念意识误区共谋经济协作、以示范区建设为突破口带动经济协作、以优化片区发展战略布局践行经济协作。
Since the issue of No. 3 Document by the State Council, governments in Wuling Mountain area have been exploring ways of cooperation across administrative regions to promote economic coordination effectively and have scored some achievements. However, there are still major barriers in this process, such as the rampart of 'administrative regional economy', backward traditional thinking habit, governmental-interest directed influence, and week coordinating mechanism. In order to promote substantially the economic coordination in Wuling Mountain area, governments must make full use of the state policy about regional development, take operational measures, and choose feasible routes to regional economic coordination.
