摘要
在WTO框架内,发达成员方一方面享受自由贸易带来的便利,另一方面依托自身科技优势、产业特点、严格且繁琐的立法,设置了以技术法规、标准、合格评定程序为主要内容的技术性贸易壁垒。近年来我国出口产品屡屡"碰壁",就是发达国家采取技术壁垒保护本国市场的结果。要突破技术壁垒,我国应从多方面采取相应的技术性保护措施。
In the framework of WTO, developed countries on the one hand have the facilities of free trade, on the other hand owning to their technology advantage they set up the technical barriers to trade (TBTs), which includes technical regulations, standards and proper processes. The export trade of China was influenced by the TBTs. This paper suggests how to break through the TBTs and set up our technical protection measures.
