摘要
配套改革的根本问题,是权力结构问题,即政府、资产所有者、经营者和劳动者之间的职能划分和利益划分。在商品经济条件下,企业应以资产增殖为动力,其运行目标只能是"利润最大化"。它与政府的目标——财政收入最大化,劳动者的目标——工资最大化相比,有着不同的利益导向。在传统体制下,由于四者职能混淆,企业目标的多元化导致企业行为畸形倾斜。因此,配套改革的基础是,实施四者职能分离,把政府目标和劳动者目标从企业运行目标中排除出去。这应成为改革的目标模式。
The basic problem to be tackled in the auxiliary reform is about power structure,that is,about how to separate the functions and share out benefits among the government,propertyowners,managers and producers.Under the commodity economy,the coauthors think,the enterprises must increase their assets to acquire an impetus for production and management,and make seeking the maximum profits their objective.This purpose is quite different fromthat of the government—for the maximum revenue,and that of the producers—for most wageincomes.Since their objectives vary,their interests and directions are also different.But in the traditional economic system,the functions of the above four are confused,causing a diversified objectives for the enterprises and making them behave lopsidedly.Inconclusion,the coauthors point out that the auxiliary reform could surely go smoothly onlywhen the functions of the four are appropriately separated,and the objectives of thegovernment and producers are excluded from the objective of the enterprises.This should beregarded as the goal of the auxiliary reform.
