摘要
1987年底,作者向“企业追踪观测系统”范围内的2000家工业企业发放了有关承包制推进过程中若干方面问题的厂长(经理)调查问卷,并对其中11个重点城市的工业企业做了承包企业经营效益的专项调查:这次调查从厂长(经理)的角度,系统地展现了工业企业实行承包制,尤其是在1987年在全国工业中大面积推行承包制给企业的组织和运行带来的变化。同时,调查结果也表明,承包制本身不仅可以带来效益的增长,在其运行的过程中还提出了其他方面相应改革的迫切要求。从中可以看到企业改革进一步深化的多种可能性和希望。
Editor's note: A special panel formed by the Enterprise Behavior TrackingSystem sent questionaires to the presidents or managers of 2,000 Chinese industrialenterprises on the problems involved in the major aspects of the contract system.The answers to the questions gave a systematic display of the changes in the enter-prises'structural form and operation, changes brought about by the contract systemparticularly in 1987 when the system was introduced to many parts of China. Alsoshown clearly was the fact that the contract system, while boosting the benefits,urgently calls for corresponding reforms in other aspects of the enterprise. Thus theinvestigation also draws attention to the possibility and prospects for more profoundreforms in the enterprises involved.
