摘要
现有政府工作人员如何过渡为公务员,大学毕业生如何进入公务员队伍,退役军人转任公务员要不要参加竞试,选用时该不该给予优惠政策,这一系列问题均是实行公务员制度遇到的难题。本文对这些难题的解决办法进行了初步的探讨,提出了一些值得参考的意见。
How to transform the existing government staff into government functionarics; howthe university graduates enter the contingent of government functionaries; whether or notan examination is necessary for demobilizcd soldiers to become government functionariesand whether or not preferential policy is necessary in so selection. All these problemsare difficulties confronting the implementation of the system of government functionaries.The essay conducts an initial discussion on these issues and puts forth some suggestionsworth considering.
