旅游区的开发建设问题是区域旅游发展战略研究的核心。我们知道,旅游区的地位分析是研究旅游区发展的基础,旅游区的时空结构透视是把握旅游区内部动态机制的关键,旅游区的开发评价为旅游区的进一步开发建设提供具体的佐证。因此,在分析旅游区的地位、时空结构以及开发评价的基础上,研究旅游区的开发建设问题,既能反映旅游区的区域特征及其动态演化轨迹,
A Regional Tourism Development Strategy (RTDS) with a primary goal of im-proving tourism management will be reasonable and applicable only if it is based onthe study of interregional status, spatial-temporal structures and a development eva-luation. Four principles should be followed in RTDS: 1.Regional tourism developmentshould be integrated with regional territorial development strategy;2.The explorationof tourism resources should be integrated with the conservation of regional tourismresources; 3.The operation of primary scenic spots should be integrated with that ofsecondary scenic spots; 4.The construction of tourism hardware should be integratedwith that of tourism software. As to the Dali Area,the author focuses on three subjects-Tourism Develop-ment and Regional Territorial Development Strategy, the Development of Tourism andthe Preservation of Tourism Resources in Dali,Tourism Management and Constructionin Dali-and contributes constructive suggestions.
