在深化文化体制改革进程中,充分发挥文化市场价格机制的作用是建设文化市场体系的重要内容。文化市场价格机制渗透了公共管理的成分与目标。在价格机制形成、运行与约束过程中,应确保价格机制在文化市场配置资源过程中发挥正向作用,减少事前盲目开发、重复制作带来的价格竞争和资源损失,加强市场环境治理,在扩大企业定价自主权的同时,鼓励文化产业专业化、规模化和集约化发展,始终坚持对文化市场的价格监督与检查。
Giving full play to the role of the market price mechanism is an important part of building cultural market system during the in-depth reform on cultural system. Cultural market price mechanism penetrates the composition and objective of the public administration. The division of responsibilities, authority to define the relationship and close cooperation between the government and enterprises are revealed in the course of formation, operation and constraint of price mechanism. To ensure that price mechanism plays a positive role in the process of allocating the resources of cultural market and reduce price competition and loss of resources resulted from blind development and repetitive make, it has to strengthen market governance, encourage specialization, scale and intensive development of cultural industry while expanding the pricing autonomy of enterprises,, and ongoing monitor the price management of cultural market.
