摘要
建筑市场低迷使水泥企业遭受严重冲击，其原因一是国家宏观调控力度加大，市场约束作用增加；二是地方政府与企业关系尚未理顺；三是企业内部管理模式落后，综合素质低；四是市场观念未形成，生产规模小，产品成本高。要实现扭亏增盈，提高经济效益，促使恩平水泥企业实现二次腾飞，应理顺政企关系，做好内部基础管理工作，培养市场观念，提高企业员工素质等。
The cement industry in Enping suffered severe impact from the recent years's lumpof architecture market. The reasons can be sumrnd up as follows: (1)The state macro - control power and the market - restriction has been enhanced. (2)The relation between local government andenterprises has not been clallfied. (3)The enterprise internal management pattem has been backwardand comprehensive management quality is rather low. (4) Market concept has not come into being,preduction scale is not large enough and pnduction cost is quite high. in order to make up deficitsand increase profits, accelerate the development of Enping cement industry, we should clarify the relation between government and enterprises, establish modern enterprise system, work on internalmanagement and develop market cost concept, quality concept, talent concept as well as improve enterprise personnel quality, technology quality and management quality.
