摘要
当代中国农民面临着制度歧视、市场失灵和政府失灵的三重困境;现行的乡镇体制强化了行政权力,使政府职能越位、错位和失位并存;尊重和保障农民的人权,促进每个农民自由而全面发展,是新一轮乡镇体制改革的核心价值所在。
Chinese farmers have been confronted with one difficulty after another including discrimination against by system, market being out of order and government losing efficacy at present age. The current systems of villages and towns have strengthened the administration power, which leads to offside, confusion and absence of the administration functions. Respecting and guaranteeing human rights of farmers, and pushing on free and all-rounds develoment of every farmer is the key value of next new reformation of villages and towns.
