摘要
随着经济社会可持续发展战略的实施,宪法环境保护制度的制定已经显得越来越必要和可能。但是宪法环境保护制度尚需从理论上获得支持。从制度层面分析,宪法环境保护制度有其政治、经济、文化、伦理基础,政治基础是保障。经济基础是根本,文化基础是方向,伦理基础是核心。
With the execution of sustainable development strategy of economy and society,the institution of constitu- tional institution in environment protection has become more and more essential and possible.However,constitu- tional institution in environment protection needs theoretical support.This paper intends to argue mainly from the as- pect of political basis,economical basis,cultural basis,and ethic basis in order to provide some theoretical refer- ence and foundation for the institution and execution of constitutional institution in environment protection.
