摘要
西欧经济发展近十余年来落后于美、日,主要原因是在当前资本主义世界结构性危机中,调整不力,兴建新产业和改造传统工业起步较迟。所以如此,有其传统观念、社会习惯、科研方向、力量布局等各方面的原因,有的不难解决,有的需要时间,也有无法解决的。但从另一方面看,美、日也存在各自的难题。因此应该说,西欧当前的落后状态是相对的,是一定时间、一定条件下的产物,是会发生变化的。
West Europe has been lag-ging behind the United States and Japan in economic development in the past ten yearsor more.This is mainly because of inadequate and belated efforts by West Europeancountries during the current structural crisis in the capitalist world in building new in-dustries and transforming the smokestack industries.The contributing factors for this in-clude:different traditional concepts,social customs and priorities of scientific research,diversity in the distribution of the industries,etc Some problems are not difficult tosolve;others will take time for solution;and some ate insoluable.The United Statesand Japan,on their part,have their own problems to tackle.The fact that West Eu-rope is lagging behind is true only in a relative sense.Things will change over timeand under given conditions.
