在本世纪上半叶内,人类遭受了两次世界战争的浩劫。第二次世界大战之后,国际社会维持了四十年之久的世界和平。世界和平之所以能够取代世界战争,这完全不是偶然的。世界和平是国际关系的一种状态。战后以来,国际关系呈现出两种相互对立的趋势:一是不断发展的民主化趋势,一是逐渐衰微的强权政治趋势。两种趋势之间的相互作用和斗争,决定着世界战争与世界和平的命运。争取国际关系民主化的斗争,就是要在国家间和民族间逐步确立民主关系,从而缓和或消除国际关系中的矛盾和冲突,维护世界和平。值此联合国国际和平年之际,对国际关系民主化的发展及其与世界和平的关系进行探讨,无疑是非常有意义的。
This article includes four parts: 1. the evolution of democratization in the postwar international relations; 2. democratization in international relations and the weakening of power politics; 3. democratization in international relations as an important war-checking factor; 4. democratization in international relations and global interdependence.Democratization in international relations suggests a transformation from power politics to democracy. Its criteria are as follows: 1. Whether the majority of mediumsized and small countries can independently pursue their domestic and foreign policies in the spirit of the U.N. Charter. 2. Whether they can participate in discussions and decision-making of international affairs on equal terms. 3. Whether they can attain common development on the basis of cooperation and mutual benefit in international contacts. As the author points out, in the postwar period, the world has witnessed the weakening of power politics and the ever-mounting, extensive progress of democratization in international relations. Power politics takes effect no longer as the main model in the global arena. And the important issues of contemporary world cannot be solved by means of arms. The jungle law, sphere of influence and other patterns of power politics cannot go without being condemned. The struggle of the forces for democratization to oppose power politics is one to keep world peace. He believes, the Third World countries and the people of the world are capable of checking the growth of the war force and the war factors through their efforts to bring into effect peaceful-coexistance as the principle of democracy, to win the regional wars waged by hegemonists and to block the arms race and global strategic plan of the superpowers. Opposing world war and maintaining world peace account for an important part of the democratization process in international relations.
