摘要
实现经济发展战略的“两个根本转变”，是发展社会主义市场经济的新思路，需要社会主义民主法制作保障。社会主义市场经济的发展为民主政治建设提供了条件和可能，社会主义民主政治建设为市场经济发展提供了政治基础；健全法制是发展社会主义市场经济的迫切要求，建成以民法为基础的法律法规体系，是建成社会主义市场经济体制的关键。社会主义市场经济不仅要法制化，而且要法治化。
To accomplish 'the Two Foundamental Shifts',which are our economy development strategy,is a new way of developing the socialist market economy, a way which needs the socialist democracy and legal system as a guarantee.The socialist market economy development provides the conditions and possibility for the democratic political construction, which in turn provides the political basis for the market economy development.To perfect our legal system is an urgent requirement of the socialist market economy, to build the laws and regulations system on the basis of civil law is a key to establishing the socialist market economy system amd to rule by law symbolizes the social advance and civilization.
