Abstract In 1925,the British Government announced that the British share of the Boxer Indemnity would be applied to the development of educational and other purposes in China.Cecil Clementi, currently the governor of Hong Kong, appealed for a portion of the indemnity in the name of reforming the Chinese Department of Hong Kong University(HKU).Eventually,HKU obtained a share far less than what Clementi had appealed for. This paper attempts to argue that the implication of such an incident is far more than a mere case relating to the history of HKU.Rather,it illustrates the subtle and complicated relationships between the Hong Kong Government, the British Government, and the Beijing and Guangzhou Governments of China. It also shows that the development of Chinese culture in Hong Kong was not only a mere cultural matter, but also an outcome of negotiations among various political forces.
