摘要
党的“十一”届三中全会所开创的“依法治国”是中国社会发展及法制建设的里程碑，文章通过回顾我国“依法治国”的光辉历程，特别阐述了司法公正及建立司法公正之师之于“依法治国”的重要意义。最后，从现实国情条件出发明确提出了当前历史条件下在“城市中心区”
Running the State by Law' advanced by the Communist Party of China during the third of the 11th National Congress as a basic policy, is the milestone of the development of China's socialist legal system. The justice of judicial organs and the army are the pillars of China's socialist legal system .On the basis of the current social situation and judicial environment in China,the auther puts forward the specific ways of how to establish a just judicial army in the central district of the city.
