Abstract Concerning foreign language teaching at the tertiary level we are faced with various challenges from the fast changing world and the rapidly developing high technology. In the next century, students of English are expected to be very well_read in various disciplines, to be creative in thinking, to be adaptive to new situations, to be morally sound and mentally healthy. Non_English majors are expected to have a much better command of English not only in reading and listening but also in writing and speaking. Band 4 tests must be made to be more related with teaching, more use_oriented and include an oral component.
