摘要
地方政府的法治建设是建设社会主义法治国家的突破口。地方法治政府的形式要件是地方政府行为程序化 ;实质要件是建成责任政府 ;精神要件是民本理念。这是地方法治政府建设的三个相辅相成的有机组成部分。
The construction of local government concerning rule of law is a breach for constructing socialist legal state. The formal element of local government by law is the proceduralized act of local government. The substantial element is to construct a responsible government. The spiritual element is the notion of citizenism. They are the three component parts which supplement and complement one another in the construction of local government by law.
