摘要
利用最佳可行技术和最佳环境实践控制二恶英的排放是履行《关于持久性有机污染物的斯德哥尔摩公约》的重要内容。合理安排资金的使用,选择更加合适的技术对策,最大限度地达到减排的效果是决策者关心的内容。因此,需要对二恶英控制对策进行技术经济评估。本文对常用的技术经济评价方法费用-效果法进行了介绍。剖析了新西兰和英国利用费用-效果法进行二恶英控制对策评价的过程,比较了两国在该方法应用上的异同。由于我国持久性有机污染物控制对策的经济评价工作还处于起步阶段,文章最后提出了我国二恶英控制方案评价时可采取的方法与基本步骤,为今后我国应用该方法进行实际评估工作提供支持。
Controlling dioxin emissions based on the best available techniques and best environmental practices has been identified as an important issue for implementation of the Stockholm Convention on Persistent Organic Pollutants.Decision makers frequently are thinking about the most cost-effective method for emission reduction.Thus,it is necessary to make a techno-economic appraisal of dioxin control measures.The cost-effective analysis is more competent to assess dioxin control measures.Cost-effective analysis processes for dioxin control measures used in New Zealand and UK were introduced and compared in this paper.As China is on the initial stage for techno-economic appraisal persistent organic pollutant measures,a basic assessment method applicable to China was presented,which may be useful for techno-economic assessments in future dioxin control practices.
