摘要
结合城市燃气工程重大危险源应急管理的特点和需求,提出应急管理SDSS的总体框架。体系上设计为指挥中心、部门/分公司两级联动的信息系统,并能与上级部门、相关应急部门进行信息共享和交换,部分信息在互联网上向社会公众发布。逻辑上设计为信息采集层、数据服务层、应用服务层和应用系统层4个组成部分。核心软件采用C/S和B/S两种模式相结合,具有应急信息综合管理、重大危险源管理、事故后果分析模拟、应急预案管理、应急响应行动指挥决策、应急信息网络联动和共享六大主要功能。
Based on characteristics and requirements of emergency management of major hazards in municipal gas enginee-r ing, this paper puts forward the general framework of SDSS( spatial decision support system) in emergency management. It is designed to two-level linkage information system, commanding center and department/ branch, unable to conduct info-r mation sharing and exchange with competent authorities and relevant emergency departments and part of information makes public on the internet. Logically it is designed to 4 components, information collecting, data services, application services and application system. The core software consists of C/ S and B/ S, with 6 functions of emergency information management,major hazards management, analysis and simulating of accident consequences, emergency plan management, emergency response command decision and emergency information network linkage and sharing.
